Understand my second point. I will restate it again very precisely using only small words for you.

What if a state decided that the 15th and 19th amendments did not apply to them and decided that only white, male landowners could vote, as it once was. Could the feds step in and do anything if the local leaders said they did not want them there?

What recourse would be available to those affected if the local leaders simply said that they did not care to enforce the law and could deny the feds access?

We are a constitutional republic and that document grants the feds certain powers across the nation.
