the Packers can do whatever they'd like to do.

Folks can participate if they like. Just as a seller can impose conditions of selling their product or service, the buyer can do the same. And both buyer and seller can choose any criteria they like. If one or the other doesn't like it, okay, go your separate ways.

It is called the free market. Participate, or don't.
