factories became outbreak centers....yet some did not...It does not really take a lot to reduce the transmission rates. Those things don't need to be mandated, but it can be quite easy to figure out if a place even tried or not...and they can feel free to determine their own costs vs liabilities. You want to make them immune from anything....under your rule, a principal with COVID could go spit in the face of his least favorite parent or kid...no liability
