for reporting cases. Probable cases are supposed to be reported as cases. CDC changed their definition of what a "case" was on April 14 to include "probable" cases, which would include anyone with the sniffles. Laboratory confirmation is not necessary to report a positive case. And notice that April 14 was the date the large increases in cases reported started.
