combatting this type of crime with just more force creates more problems than it solves....and never addresses the root of the issue.

That is the nature of government and force when you introduce laws against things that have no direct victim..you just create different markets and more crime.

Same thing goes on with trade wars, immigration, and terrorism. They never "go away".
