There is an idea of certain classes of victims are "less dead" than others. Historically, if you look at serial killers, they tended to prey on people that wouldn't be missed. People like sex workers, transients, whatever. The populace at large didn't take notice until there were several murders of this class of people whereas if the murder victim had been of more noble class, then there would be more resources devoted to solving the case.
I'm rambling at this point, but it's an interesting idea when looking at historical killers like Jack the Ripper and even more recently with Jeffry Dahmer.
