the guy who did the deed, had a history, and thats why I'd throw it back to the police department and probably whack the chief of police.

Look at training, community involvement, have better interaction in minority, low income neighborhoods. It's where they live after all and wouldn't they want to keep things crime free ? Check into the grievance process or establish one at least so bad cops can be fingered before this happens again.

What are your ideas ?
