If the other side knows you are too scared and feckless to use it as needed it does nothing. It means nothing. It is a harmless prop.

I saw the St. Louis Police Chief talking about an officer who was shot during this and he began crying. Crying isn't going to change the actions of criminals intent on violence and destruction.
