As part of that curfew, they closed the highways a few hours before to keep people from coming into the city.

there are highways to get around the cities...just like every major city in the States.

Businesses either closed early or did not open at all today due to the impending curfew, and work on boarding up their businesses to help save it, since the police really have not been doing that.
