I don't know Minnesota's laws but in Missouri it is illegal

to walk on interstates for this very reason. High speed vehicles and the human body do not coexist well.

What does closing businesses gave to do with the interstate? It is not a local road, it runs from Deluth to the Mexican border. People still need to travel and they sure as hell don't want to detour through a war zone.
