denying that Flynn had discussed sanctions (which as it turns out he didn't. he discussed expulsions, not sanctions) for whatever reason Yates then floated the blackmail angle which nobody actually took seriously either. I think when the logan act was not taken seriously they came up with this blackmail bullsh8t as a backup.
