ballots. If I recall, they have to be notarized.
I voted at Mizzou in 1976 and remember it was at the Memorial Union and ballots were sealed in envelopes and sent to the proper location.
But allowing mail-in voting will just increase the abuses. And people will most definitely game the system by filling out ballots for people, or taking advantage of those with diminished mental capacities to understand what they are doing.
