Yes, planning the Flynn operation was the likely purpose of the Jan 5, 2017 meeting. They needed to hide from Trump their illegal spying and investigating of Trump world. Flynn would have quickly discovered their activities as soon as he took the reigns as NSA. Its speculation, though many believe Comey and Obama came to an agreement to force Flynn out as NSA after Obama left office.
