Yes. Yates wanted to use the Russia hoax to drive a wedge between Flynn and Pence in order to get Flynn merely fired. However, Comey want to go for the "Kill Shot", as Clapper termed it and try to entrap Flynn in a false statement charge for prosecution. The bridge too far was the Mueller witch hunt. Team Mueller believed they could pressure Flynn to flip and compose fables against Trump and allow them to take the 'Kill Shot' on Trump, as well. That has backfired big time.
