I don't think he meant he would actually blow the building up, even thought that would have done the trick.
I think he meant fight a political war against them and use his powers as President to eliminate them.
Similarly I want to blow modern liberal ideology and their power hold on all things into smithereens and scatter the ashes into a thousand pieces.
