How many of us here have not done the exact same thing to avoid a speeding ticket. It is, or at least was, very common to allow speeders to plead guilty to a faulty equipment violation to avoid a moving violation that could effect their insurance rates or result in a loss of license.
Were the prosecutors in those cases guilty of a perjury conspiracy?
