1. I've never seen you trust the word of a murderer/criminal but this one fits your narrative, so...
2. Sure, headaches are possible and likely from doing too much nitrous. Do I believe he really thought that it was from the cop beating him in the head? Hell no. That's a bunch of bull**** and he absolutely was lying.
3. We breathe oxygen. You don't have to be hooked up to oxygen for your lungs to get rid of the nitrous. It happens by breathing air that's not nitrous. The effects of nitrous are VERY short. Seconds/minutes.
