shortfalls 5 years down the road. That's someone else's problem. Hell, budget shortfalls today are someone else's problem as well.

But you can be certain they care about a new bucket of funds that can be spent at their discretion. Making something appear "pandemic related" is not an obstacle when it comes to funneling money to your suppoters.
