Also, the states are already hamstrung by what they can do with the money the federal government is sending. The federal government has already said that it can't be used for "revenue replacement". It can only be used to cover pandemic costs. So your assertion that this is incentivizing cities and states is completely false as most of them are going to be having huge budget shortfalls.
