massive population. And likely, every state will conduct that sampling slightly different, hopefully using best practices from other states that have done it before them.

Adequate testing, or enough testing, just means that they've conducted a large enough sample size to feel like they fully understand the spread. It is vague because there's not a magic number. You also have to understand, that understanding the spread in New York, does not tell you what's happening in KC. So they will have to conduct their own samplings and they will have different number of tests they will need to conduct.
