mainly related to disease protection...people, animals plants.

and from that more of a confiscation or decontamination of said material...not fines and such...those can be handled downstream.

If someone is sick with a highly contagious disease (especially if there is a low immunity to it in USA), that would be the only reason for refusal (delay) of entry. If you are carrying animals or plants (or products from such), that can depend on what it is and an inspection certificate if needed.

Please explain why this message is being reported.
