Saul persecuted and imprisoned Christians and promoted killing them, yet he became a great Apostle.
Jesus addressed Peter saying "Get behind me Satan".
Peter also denied Our Lord 3 times, even after being warned that he would do so, and yet Our Lord appointed him as the Church's 1st pope.
Matthew 16:18
And I tell you, you are Peter,[a] and on this rock[b] I will build my church, and the powers of death[c] shall not prevail against it.

and the examples throughout the bible of people repenting and turning towards God, albeit imperfectly, and doing God's will. There are examples of some not converting and still doing God's will, perhaps inadvertantly, or while pursuing their own ends. But in any event, judging someone's heart is beyond our pay grade. That is for Our Lord to decide.
Romans 14:4
Who are you to pass judgment on the servant of another? It is before his own master that he stands or falls. And he will be upheld, for the Master is able to make him stand.
