He went around Trump to promote his agenda. I think he is very smart, and for sure good that Trump has brought him in to advise...but he is the John Bolton for infectious diseases. I can bet he was not happy with being left out of some of the press conferences..and not surprised he was back yesterday...he seemed to want to go on longer than he did, and stopped pretty quick.
