is that it took a declaration of emergency to get more tests, and then we needed CDC/FDA to "approve" of the tests..which were already being developed by many, but stuck in limbo land. Not a did at Trump, but our stupid bureaucracy. And then we added all of these rules to be eligible to get a test.
