and there is a massive government within the state and local establishment there, that is supposed to serve the citizens of New York.
Has the government of New York failed their people in being prepared for this?
Oh, and to directly answer your question, no, the President doesn't get a free pass on anything. I'll add he certainly doesn't get a pass on magically making up to $2T in money magically appear if that indeed happens.
