guard, the Utah national guard and all the others know how to construct hospitals. They also know how to procure supplies, transport them, distribute them.

Have they failed the citizens in New York by focusing resources on other non-critical things in the past versus being prepared? I know that is the argument being made against the hodgepodge of alphabet agencies in the federal government.

Do you think the National Guard is just a bunch of oblivious guys waiting for the active national military to direct them?

Are the Mayor and Governor in a position where they can only do what they are told from a centralized authority?
