whenever the judge is cool with it and I can wake up late for a call from my house.

But lawyer to prosecutor, not typically. I mean, you can talk about discovery and things via email (if you can get a response from an overworked prosecutor), but plea deals have to be signed and entered in front of a judge. I guess the system could be set up that way.

Biggest thing is delayed trials, which, as the article mentions, might resolve itself in some cases via the parties settling.
