What does a payroll tax do? It stimulates something that doesn't need stimulating - there's not an economic driven recession: putting more $ in peoples' pockets won't stimulate the travel industry (when the govt/common sense is telling them not to travel). A payroll tax cut at this point, is a stupid idea.
