who lose jobs/are off sick w/o pay would be the individual focus: that w/b accomplished through extending unemployment benefits (either to lost jobs or people off work w/o sick leave). Eliminating payroll taxes does NOTHING for people that aren't drawing a paycheck.


On the business side - trump mentioned small business loans; that seems like the route for businesses. Also, could provide specific NOL carrybacks for income tax benefits to those hit by it.

Eliminating the payroll tax just accelerates the date that the SS program becomes underfunded - that's a Do'tard move (a plea for his re-election.)
