What we are seeing now is the price of their interest rate manipulation. At a time where they believe stimulus impact is desired given the uncertainty of the market, they have held interest rates so low there really isn't much they can do from that standpoint. Dropping rates from virtually nothing to almost virtually nothing doesn't really do much.
