low skilled. But their officiating is so inconsistent and loosely based on the rules that it degrades their product in a different manner.

The problem with high school and moreso college is they see what works in the pro's (with absurdly highly skilled players) and assume that is transferable to absurdly low skilled players. Which of course isn't and makes them appear inept.
