Flynn was the only Trump transition official talking with foreign governments. The law exempts or allows incoming administration personnel to conduct such discussions. Murphy is not a U.S. government official, he was not authorized to conduct foreign policy discussions. He represents one State only. The legislature is not responsible for U.S. foreign policy.
