I would say that's an affront to so-called "natural rights" as well as the laws of any respectable "government" based system. Certainly it exists in some cultures, if not all of them.
Ultimately, if she takes no steps to leave, she is tacitly consenting to the situation. That doesn't excuse the behavior and it doesn't mean that she is at fault for the husband's behavior. It may mean that she lacks resources to go elsewhere or that she views the alternative as something much worse - like you gents apparently do about renouncing your citizenship.
And just because I consent to be governed doesn't mean I will agree with everything that government does. I don't think that's true of any one individual.
