Usually lying to law enforcement is an add on crime.

They have you for something else and this is just added so they have some bargaining chips.

In the case of these men the lying to law enforcement is the only crime they are charged with.

It was used to squeeze them for information. Since the bigger case fell apart the charges against them should have rightly been dropped.
