It is not unusual for the AUSA to ask for the up side, just as the defense attorney will submit a recommendation of less time. In addition a probation officer makes a presentence report that includes a sentence recommendation. Ultimately the judge decides the actual sentence within structure of the Federal Sentencing Guidelines. This is a lot of noise being made over something that may or may not influence the judge.
