That is the difference between gouging and supply and demand. If there are goods on hand or regularly being produced and you raise the prices exorbitantly during a crises, that is gouging. Hiring more people and spending more money on product for development and transportation than that is a justifiable price increase do to production cost but the increase should reflect the cost of production increase.
