In THIS case - the word "rival" equates directly with rival FOR the office. That a president cannot willy-nilly open investigations into anyone who he sees as a threat to his remaining in office. THAt is what RIVAl in the current circumstances means.
McConnell & Schumer represent RIVAL PARTIES but are not rivals for the same job. That is not hard and that you needed me to hold your hand here is kinda sad.
