Especially given the scenario he described.
A private cop is essentially a walmart security guard.
You think they are taking a bullet, chasing down bad guys on hopes some cheap ass natural rights collective full of ashtrays and pickles pay them?
and, what happens when the bad guys figure out they can just buy cops? aka, al capone, the mexican drug cartels?
Your utopia is based on perfect conditions, with no criminal activities or gangs.
