I used to inspect manufacturing and storage facilities for a specific type of hazardous materials. These facilities were primarily private industry, but some government storage facilities were also monitored. I recall our agency being asked by the General Services Admin to inspect several large warehouses filled with an inventory of U.S. government owned product intended for use only in case of a national emergency. It was a huge warehouse facility situated within the Bannister Federal Complex in KC. I was accompanied by the Agency's Regional Administrator, which was very unusual. As we inspected randomly selected lots of the product, we inspected labeling and packaging and found that every pallet we inspected was aged beyond the expiration date for safe and efficacious use. The GSA provided no receiving, shipping or inventory records for review and the warehouse manager offered no information regarding the intended disposition of the hazardous materials. To the best of my knowledge we were not asked to inspect the warehouse again.
