By poverty, I do not mean personal debt but rather a governmental response to poverty. For example, when the government allocates funds, they give the money to the more affluent schools rather than giving it to more impoverished areas. Education can help, though not cure, helps with emotional regulation. Also, the government provides very little money to outreach programs. I agree with individual responsibility, but my definition of "culture of ignorance"" differs from what may be interrupted. By "culture of ignorance," I mean the way society ultimately treats its citizens. Abuse creates abuse.
