Not without the express permission of Congress. Nancy may not be needed in that.
Does every combat action require approval in the house of reprehensibles and the senate?
It is required that a war be declared and that the army and navy be called into actual service of the United States, then the President is the commander in chief.
Do we even need a military at all?
For defensive purposes, sure. But for offensive overseas nation building and regime changes, no.
