start buying other goods. That will force the producer to look for cheaper raw supplies elsewhere.
If American consumers just buy the higher priced goods and don’t bat an eye then you are correct. If the consumers change their buying habits then it hits the Chinese producers and they will change their policies or lose out on American markets.
Tarries do not work immediately it takes a while for supply and demand to catch up.
