specific imminent threat. The man's forces are responsible for numerous attacks, including one on the embassy.
Two, the fact that the attacks keep happening is enough for anyone to surmise that they will continue to happen which makes it an imminent threat.
As far as lying goes. If it were the Iranians responsible for an attack like this, they would deny it straight to everybody's face even with overwhelming evidence. That's what they do. That's the accepted culture over there, to lie to everyone's face. The U.S. took responsibility for the attack.
