you can't really hide behind the "official" label while still promoting terrorism throughout the region (which he did). I get what you're saying, but that doesn't justify what he's done throughout the past decade or so. This was the second attack on a US embassy under his command. I'm not suggesting Trump should have lobbed missiles without the approval of Congress, but Soleimani was on the same level of al-Baghadadi IMO.
