In several States any piece of identification a name and address allows the person to register to vote. Some States allow registration on election day. Do you believe the County Clerk's office in these States allowing foreigners access to State driver's licenses will require proof of citizenship when these foreigners try to register to vote? Every illegal non-citizen registered voter infringes the voting rights of a legal citizen. That makes it a Federal matter under the Voting Rights Act.
