Once passed by the legislature and signed by the executive branch a law is assumed constitutional unless the judicial rules that it is not.
If you believe that the War Powers Act is unconstitutional then find someone with standing to challenge it in court.
I personally believe that it is probably unconstitutional but I also believe that it would never be overturned. In a world where attacks could be just moments away we do not have time to wait for the legislative process to answer that threat.
Yes the answer should be with a constitutional change but we seem to have given up that provcess.
