there are no uniforms, civilians ARE the cartel. Cartel members don't always carry a gun, some of them are the poor farmer who was threatened into growing drugs, some are kids who have no where to turn so they run drugs.

Basically there's no telling WHO is cartel and who isn't. It's not like they have uniforms.

So what can you do? Start shooting civilians? shoot the ones with guns? I don't think we can out violent the cartels.
