where you concerned with whether Biden had the lawful authority to withhold the billion in aid congress appropriated? he said if you questioned whether he could hold it up to ask Obama. So, explain where THEIR authority to withhold aid originated and explain why it was different than Trump's ability to withhold or delay aid.
