to combat corruption. Who is the final arbiter of whether those requirements were met? hmmmmm, let's guess, shall we? I can tell you that John Rood, the DoD Undersecretary for Policymaking is who "certified" that Ukraine had taken substantial steps in ending corruption. Now let's guess as to who Rood's boss is? oh, that's right, POTUS Donald J. Trump who is under absolutely ZERO and I mean ZERO legal requirement to accept that premise. NONE.
Now that being said, yes if the aid didn't go out by the end of FY 2019 it would have been in breach of Congress' date which they set. Was there a legal argument to delay it? of course, there was, b/c as I said the POTUS is the final arbiter, not John Rood, of whether the requirements were met.
but all of that is COMPLETELY moot b/c the aid was in fact released prior to October 28th.
