Ukraine transitioned to their new government. Ukrainian officials were unaware that the funds were being withheld so if it was a quid pro quo to have Biden investigated it was one of the worst ones ever attempted.

Usually, if you are blackmailing someone to do something for you they are aware of the blackmail. That would be like a kidnapper not sending a ransom note and wondering why they had not received any money from the family.
